Interior Minister Says Internal Situation ‘Good,’ Bucharest AGERPRES in English 2230 GMT 29 Dec 89 [FBIS-EEU-90-001, 2 January 1990, p. 61]

Colonel-General Mihai Gheorghe Ghitac [sic. Chitac]:

“There are important conclusions to be drawn from the eight-day actions that turned into heavy fighting in some parts of the country…Since the counterrevolutionary acts of terrorism started right after the winning of power, we can only conclude that the reaction’s counterstrike had been prepared in advance.  It covered the major areas of the capital city and several of the country’s large towns.  Secondly, the enemy reconnaissance-diversion teams employed a number of highly efficient fighting means: sophisticated automatic weapons equipped with night sighting devices and gun sighting telescopes.  Furthermore, in some parts of the countries the terrorists were aided by choppers and even light armoured cars.  The actions we all had to put up with went hand in hand with an intense psychologic war.  Rumours were spread to intimidate and many individuals were threatened on the phone.  Which only leads to the conclusion that all actions had been prepared in advance, that they broke out on signal….Both in the capital city and elsewhere in the country the enemy employed the same forces and the same methods of combat.  We could say, without making a mistake, that the actions taken by the terrorists were unitary in character throughout the country.”
